Invocation by S/C Liz Allison. Pledge of Allegiance by S/C Reginald Smith

Introduction of Officers, Directors and Staff Commodores:

Commodore Jan Lucas; Vice Commodore David Jackson, Rear Commodore James Haussener, Jr. Staff

Commodore Larry Mayne, Secretary Marilyn Sperling, Treasurer Colleen Stauss.

Directors: Glen Bigelow, Anne Dukes, Brenda Jackson and Michael Proctor. Jillian Humphreys (Zoom)

Staff Commodores: Liz Allison, Linda Blue, Joan Marsh, Patti Mangan on Zoom, and Reginald Smith.


Pittsburg Yacht Club Rear Commodore Gabe Palomino welcomed everyone and introduced the volunteer chefs and galley crew from Pittsburg YC. Commodore Lucas introduced new delegate Bill Marcelus from Potter Yachters. `


Adoption of Minutes
: Colleen Stauss made a motion to approve the September 9th delegates meeting minutes, seconded by Ann Dukes, minutes approved.


Report of Officers
: V/C David Jackson thanked his Budget Committee Glen Bigelow, Jim Haussener, Jan Lucas, Joan Marsh and Colleen Stauss for their help and support. The 2025 proposed budget was approved by the board on September 23 and has been distributed to delegates by email. Copies were available on all the dinner tables. Budget is to be approved by the delegates at the November meeting. R/C Jim Haussener has agreed to head up an informal fundraising group. COTY deadline to submit points is October 14.


R/C Jim Haussener reported he is working on ideas for Opening Day sponsors and fundraising ideas. All is in order for the Management Conference October 19 at Stockton Sailing Club.


Treasurer Colleen Stauss reported the new website host Clubspot will allow delegates to register and track event attendance, delegate contact information and payment of dues will be online. There will be a transition period to the new ClubSpot platform.


Secretary Marilyn Sperling reported PICYA Director Karen Lile is in Barcelona as a media rep for America's Cup, which includes the first ever all women's yacht race, Pooges America's Cup. Sponsor is a franchise from Spain.


Report of Committees
:

Wheelchair Regatta – S/C Linda Blue reported thirty private yachts and The Guardian Fire boat took 261 veterans and caregivers for a cruise on SF Bay. Many thanks to S/C Liz Allison for coordinating and preparing the goodie bags for veterans and the wine bags for skippers. S/C Linda Blue is looking for volunteers to take over managing the cruise portion of the Wheelchair Regatta in 2025.


Annual Awards - R/C Jim Haussener reported several nominations for the top awards have been received. Joan Marsh also reported several nominations for the Wilder Newsletter Award have been received. S/C

RBOC
– The bill on flare disposal/recycling did not pass. Legislation continues on adding more ethanol to fuel, which is problematic for boat engines. Linda Blue recommends Star Tron to stabilize fuel in marine engines.


Report of Clubs
:

Charlene Pearce, Caliente YC & Cruiser Haven presented a boating safety book for children by author ElizabethHiggins@mac.com 719-232-3089. For more info KidsBoatSafe.com


Randy Thomas, Tahoe Yacht Club, is planning many events to celebrate their 100th anniversary in 2025.

:

S/C Patti Mangan, new website/platform by Club Spot still in progress of transition.


New Business
:

Glen Bigelow received new member application from the Antique and Classic Boat Society, N. Calif/Tahoe Chapter. PICYA Board reviewed and accepted their application. Colleen Stauss made a motion to approve the Antique and Classic Boat Society for PICYA membership; Roy Lindahl seconded, all in favor, motion passed.


R/C Jim Haussener reported Encinal YC is supporting the SF Sailing Science Center November 9th with a gala event.
